Trump's Progressive Alarm Misses Europe's Real Threat: Economic Stagnation.

The recent US national security strategy presents a misguided assessment of Europe. The document asserts that unrestrained immigration and so-called "woke" policies pose an grave threat to European civilization. Yet, this perspective rests on a fundamental misinterpretation of the situation. The true danger facing the EU is not cultural but technological and economic lag.

A Glaring Growth Divide Separating Europe and the US

The data paint a stark contrast. From 2008 and 2023, American economic output grew by 87%, compared to a mere 13.5% increase for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like France and Italy.

Today, about half of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Problem

This widening disparity stems from stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The scene of world technology leadership is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than ten billion dollars, compared with just 14 in the European continent.

This gap prompts a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely concede it is largely a contest between two involving the US and China, with Europe starting at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

A number of major reasons explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for funding startups. The EU has yet to establish a true capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A US startup can introduce a service under one set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is split among twenty-seven separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking differ sharply. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are reasons for optimism. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Notable analyses on European competitiveness and the internal market highlight the necessity of sweeping reforms.

Given appropriate policies and rule changes, Europe's strengths might enable much higher degrees of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality human capital, top-tier schools and universities, and premier research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to trigger a new wave of venture creation.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still dramatically boost economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now stands at a critical crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been steady. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
